AEC Policy Documents
As political developments in Europe evolved towards the creation of the ‘European Area for Higher Education’, the AEC responded at each stage by issuing its own declarations, adapting its policy, informing decision makers about AEC’s position and by keeping its own membership informed. For several policy documents, AEC worked closely together with the European League of Institutes in the Arts (ELIA).
2009 - AEC Response to EC Report on Progress in Quality Assurance in Higher Education
In this document, the European Association of Conservatoires (AEC) would like to respond to the European Commission report on the progress in quality assurance in higher education. This document is in two sections and has the following two purposes: (1) to share information on the experiences with the European-level subject-specific approach to quality assurance in higher music education, (2) to respond to the suggestions made by the European Commission report.

In this document, the European Association of Conservatoires (AEC), the leading representative European organisation of the higher music education sector, responds to the consultation of the BMWF on the development of external quality assurance in higher education.
2009 - AEC reaction to the proposal for a European classification of higher education institutions
The AEC is involved in an advisory capacity in the U-Map project, which aims at developing a classification of European higher education institutions. The reaction of the AEC, which was prepared by the ‘Polifonia’ working groups, emphasizes the special characteristics of higher music education and stresses the need to take these into account with the development of the classification.
2008 - Towards a Bologna process of the disciplines after 2010
Position paper in which the AEC stressed the need for a stronger role for disciplines in the next steps of the Bologna process after 2010 and suggests some areas of action to the Bologna Follow-Up Group and the European Commission.
2008 - Policy Statement "Towards an International Higher Music Education Area"
This Policy statement presents a forward-looking ambition to approach developments in higher music education from a truly global perspective. This policy paper lists a set of comprehensive recommendations in which the working group underscores the necessity for international cooperation in higher music education because of the increasingly international nature of the music profession. It also calls for a high degree of flexibility from national governments, individual institutions and the European Union when dealing with the recognition of studies and qualifications, and visa regulations for students outside the EU.
2007 - AEC Policy Paper Investing in the Quality of tomorrow's music in Europe
In this Policy Paper, the AEC presents the main conclusions of the "Polifonia" pre-college Working Group and adresses its recommendations to the policy makers in education and culture. These recommendations deal not only with the importance which should be given to the pre-college education as a preparation for higher education but also as a tool for the personnal development of young people in general.
In this Position Statement, the AEC supports the EU “Communication on a European Agenda for culture in a globalizing world” and the new approach of the EU in relation to culture as proposed in the Communication
In this document, the AEC welcomes the publication of the EU “Schools for the 21st Century” and insist on the importance of a strong cultural dimension in primary and secondary education.
In this position statement, the AEC expresses its opinion on the quality assurance and its view on how it should be implemented in the music sector. It also explains what the AEC have already realized and published in relation to these issues.
In this joint position paper, the AEC and ELIA present their tools and researches related to the Bologna process and address their recommendations to the ministers for the next steps of the Bologna process.

Answer of the AEC to the EU Commission Staff working document “towards a European qualifications framework for Lifelong Learning” which addresses issues such as the EQF as such, the 8-level reference structure, the National qualifications frameworks etc.
In this joint position paper, the AEC and ELIA bring their support to the Bologna Process and the Prague Communiqué, yet insist on the need of taking into consideration the specificity of higher arts education in the implementation of these policies.
The two associations also give their position on issues such as transparency and equivalences, the quality assurance and ask for the full recognition of higher arts education at a University level.
In this joint statement, the AEC and ELIA insist on the importance of providing higher artistic education at both under- and postgraduate levels in each country; the need of research specific to the concerns of higher arts education; and the importance of taking into account the specific needs of higher arts education in the creation of policy.
In this document, the AEC declare its support to the principles laid out in the Bologna declaration and emit its recommendations to some countries for the recognition of the 2-cycle based higher educational system as applicable to the musical higher education.
